I keep thinking I get this and then I think surely I don't or the whole massive effort of getting an EHCP is a total waste of time. Can anyone confirm or correct my understanding.
1. Schools get a notional SEN allocation based on some formula (not sure what it is now as it used to be based on number of children with statement plus number on school action and school action plus and a deprivation index). Given that school action and school action plus are gone completely does anyone know how this notional allocation is now calculated?
2. The SEN allocation(however it is notionally calculated) is £6K per child but remember it's based on the notional formula not actual numbers for that particular year.
3. If the school finds that the notional allocation was based on an estimate that is now shown to be wrong they can apply for additional exceptional funding - we have been told in reality you don't get this unless the child you need the money for causes high level disruption daily. So if the notional allocation was based on 4 kids having needs but as a school you find the next year you have 12 kids with additional needs it's just tough - that's the bit I can't believe! Our head says the notional allocation is wrong she has lots of kids with needs but cannot get any further funding so she prioritises what she has and our kids are not getting the money because there are kids in a worse place than ours.
4. If you get an EHCP the support has to be funded from the £6k/annum - if this is the case what's the point as you get that anyway for children with any level of additional needs.
5. There's this thing called the local offer - but this just seems to be a list of NHS hospitals and schools and childminders that anyone can use. There are a few things on our local offer for children in wheelchairs but again I cannot see anything I did not already know about - these just seem to be largely standard services and advice lines
6. Some kids who get an EHCP also get a personal budget but in our area this is just for social care i.e. holidays for disabled children (there does not seem to be much else on the list.)
So basically even if we get an EHCP then the best we can say is well if your notional SEN allocation is for 4 children and you have 5 with an EHCP then if you really cannot apply for another 6 k you should at least divide the 4x 6k between the 5 children and in the case of our child add the Pupil premium plus money. However as they claim our child already gets 15 hours/week 1:2 or 1:3 then they will not have any additional funds for anything else so we will have put hours and hours and hours into this process for absolutely no benefit.
