It does all come across as theoretical, doesn't it? Beware of creeping sentimentality, I say. 'Family' sounds all nice and cosy, doesn't it? Now here am I, playing devil's advocate.
What does Mackerel say he wants? And what do the younger two actually say? The social workers are not the experts on your family, you are. If what is really going on is sibling on sibling violence, like domestic violence, then why should they be forced to see each other?

Mackerel says that he wants less contact and preferably that he can drop in when he wants. I.e. when he's hungry, thirsty or wants a lift back to the care home.
Sprat doesn't want to see him at all.
Fairy Basslet is compliant so won't voice an opinion strongly.
I didn't think to say that they'd been removed from the birth family and then seen domestic violence (Mackerel on my wife, Kermit) for years. But then I'm not sure that would have computed with them anyway.
